Laying Pipe

At first this conjunction of stop and go appears to involve road work. It does not. Workers are laying pipe along side of the road which means they have to park equipment, dirt, etc. on the road which means further they have to block off one half of the road and set up a method by which traffic can pass without head-on engagement.

All of this was happening in Umatilla, Florida.
