Maybe the place is 'open' to discussion. Does the "no shirt no shoes" go with the "no problem" or are they two different signs?

@ Ciel - I dunno! A lot of places have signs that say "No shirt, no shoes, no service," meaning you can't come in without a shirt and shoes...I think this is meant to be funny referring to the beach where no shirt, no shoes is no problem.
