My grandson, Justin, runs a T-shirt silk screen business in West Palm Beach and his business does world wide jobs for big and small companies so it might be that one or more of those shirts were done by him and his business.
This may be the "Seafood Festival" but the many strange goings-on, unusual people and items to buy are proof that it is a great slice of pure Americana that you've captured. The bikers and your difficulties with the law in snapping a pix of them are so hilarious. I bet their engine noise would peg a decibel meter but they are law abiding...you, stopped to snap a pix, are certainly a criminally "bad dude." Cedar Key is the happening place!!
