Chili's Lifeboat?

This boat was tied to the roof of a Chili's restaurant in Weston, Florida. It's cute, but I'm not sure as to the purpose. There's no water around, so it can't be a lifeboat. Your guess is as good as mine.

It's so that you have somewhere to land when you erupt when the chili is too hot.

Hey its good to have a boat on the roof. We never know, it may become handy at some point.
